CLOSING ADDRESS BY INDIRA GANDHI

At the 1983 New Delhi Non Aligned Conference

Majesties, Excellencies, Distinguished Guests and Delegates,

These hectic five days have renewed and reinforced our friendship and our togetherness, our faith and our vision. For me it was a special occasion to meet old friends once again and to make acquaintance with new ones. I specially value the advice of President Kenneth Kaunda and President Fidel Castro Ruz, who are experienced past Chairmen, President Mwalimu Julius K. Nyerere is known for his wisdom. His Excellency Sekou Touré is the seniormost amongst us. His Excellency Kyprianou is a friend of long standing. President Forbes Burnham's  forthrightness and wit have relieved tense moments. Chairman Yasser Arafat and many others have helped to disentangle knotty problems. I have mentioned a few names. But many of you were involved in the behind-the-scenes work, responsible for the smooth running of the Conference. I hardly know how to express my gratitude to them all.

The people of Delhi and India were privileged to have such eminent personalities amongst us. The wide-ranging discussions have been educative for our people. Indeed, our deliberations have focussed the attention of all nations on our problems, which are so integral to their own. The cause of peace has gained. Human dignity and equality have gained.

This Conference was held in Delhi under exceptional circumstances and only because Iraq graciously gave up its claim, which had been accepted at the Sixth Summit. This gesture was appreciated by all. At that time it was our understanding that the Eighth Summit would be held in Baghdad. You all are aware of the later developments.

Some people might have wished the Movement to quarrel and divide. We have disappointed them. We may not agree on everything - who does? - but we are of one mind that we must keep together and work together - for peace, for development and for equality among nations and peoples, women and men of all races and creeds.

Unity is the best homage we can pay to the far-sighted founders of our Movement: Jawaharlal Nehru and Ahmed Soekarno of reawakened Asia, Gamel Abdel Nasser of the resurgent Arab world, Josip Broz Tito from independent Europe, Kwame Nkrumah from Africa astir. Indomitable fighters all, their message was one of struggle and sacrifice. They dared and suffered, they won and built. They inspired people, and in turn were inspired by the people.

Only so, can freedom be attained and strengthened.

However, millions are still denied their birthright - for instance the Palestinians, Namibians and the people of South Africa. His Excellency Chairman Yasser Arafat and His Excellency chairman Sam Nujomo have honored us with their presence. Yet they are barred from their own homes. Nelson Mandela is imprisoned because he wants freedom and human rights in his oun homeland. Does not this monstrous deprivation make mockery of fine words?

Then, there are hidden and not so hidden pressures and threats. The President of Cyprus and others have given some examples. In fact every region has a tale to tell, each one of us knows  from individual experience how powerful States and international financial institutions try to  manipulate us. The list is long. The destinies of humankind are still sought to be decided only by a few. International decision-making and the control of economic institutions, especially financial ones, cannot long ignore the principle of equitable representation for all.

At this Conference we considered in depth the many problems with which the world and various regions are beset. We have reached certain accords which are mentioned in the New Delhi Message and our Economic and Political Declarations. We reiterate our call for a new international economic order and the launching of Global Negotiations. We propose an International Conference on Money and Finance for Development, with universal participation to devise measures to help developing countries in critical areas. Self-Reliance gives shape to our wish for greater South-South co-operation.

We reaffirm our solidarity with liberation movements and our opposition to all forms of interference and intervention. We appeal' to our dear friends of Iran and Iraq to end their tragic war. We call upon the nuclear-weapon powers not to push the world towards disaster. This challenging programme of action demands all our energies. The extent of our success will depend on our earnestness and unity. We have told one another of our problems. The most

significant factor is that we have emerged with greater unity and firmer determination to pursue our objectives.

Born for the universe, we cannot narrow our loyalties. Belonging to humankind, nothing human can be alien to us.

There is no dearth of critics of non-alignment. Some criticize the concept itself and others, its functioning. Are we so gullible, so apathetic to the demands of our independence, as to let ourselves be exploited in such manner? It is no secret that those who stand firm on their own principles and desired direction face opposition and have the most difficulty in obtaining help.

‘The Non-Aligned Movement is not a mere or casual collection of individual States. It is a vital historical process. It is a commingling of many historical, spiritual and cultural streams. It is the expression of the aspirations of the long-deprived and the newly free. It is an assertion of humankind's will to survive despite oppression, despite the growing arms race and ideological divisions. My father placed events within a broad conceptual framework. Our Movement has a framework, it has developed principles. More importantly, it is not dogmatic but dynamic. It is a major Movement attempting basic changes. By asserting the right of self-determination, our Movement enfranchised more than half the world which was under colonial subjection. We continue to fight for the rest. We challenge the doctrine and practice of racism. We strive to enforce the right to economic equality. The sights of our Movement are set not merely on short-term and limited benefits but on broader principles to transform the political and economic organization of the world. Non-alignment embodies the courage and strength of self-reliance. Alignment denotes dependence. That is why something akin to the non-aligned outlook is spreading noticeably even among peoples of aligned countries.

Many of you have very kindly commented on the arrangements and smooth running of the Conference. The credit is not just India's but belongs to each one of you. Without your cooperation and spirit of accommodation we could not have completed our agenda or reached agreement. On the organizational side, we have also been aided in this complex task by an expert and hard-working international team of interpreters, translators and secretaries who have slogged long hours. I should like to thank them and all the other agencies and their staffs whose dedicated effort has provided the varied services without which this Conference would not have been possible. I also thank the media, who converged from various parts of the world. Our own workers labored cheerfully and gave of their best in the service of such eminent world figures and such a worthy cause.

Distinguished delegates, you have placed a heavy burden on me. The Chair or India cannot by itself undertake one action or another. The solution to the two dominating issues of our day, disarmament and development, cannot be dramatic. But we must and shall persist with all urgency. Only with your continuous and brotherly co-operation can I shoulder this responsibility.

I should like to thank all the distinguished delegates who have taken the trouble to find time from their busy lives to travel long distances and attend this Conference. Their statements have been important expressions of the stands of their Governments, significant for their concern for the critical issues of our times. Their earnestness was evident in the sustained interest they showed

in the proceedings, sitting until the early hours of the morning. The Conference has been called a Summit because of the top leadership gathered here but in another we have only established the base camp and have a long climb to the attainment of our goals and ideals. Any expedition, and especially, one as difficult as ours, needs a sense of comradeship and a team spirit.

In three years we shall meet again. In the meantime we must keep in constant touch to give effect to our decisions. The Conference is over. The concord must endure.

I thank you warmly and with all sincerity and give to you and to your peoples the greetings and best wishes of the people and Government of India.

महामहिम, महानुभाव, विशिष्ट अतिथिगण और प्रतिनिधिगण,

इन व्यस्त पांच दिनों ने हमारी दोस्ती और हमारी एकजुटता, हमारे विश्वास और हमारे दृष्टिकोण को नवीनीकृत और मजबूत किया है। मेरे लिए यह पुराने दोस्तों से एक बार फिर मिलने और नए लोगों से परिचय बनाने का एक विशेष अवसर था। मैं विशेष रूप से राष्ट्रपति केनेथ कौंडा और राष्ट्रपति फिदेल कास्त्रो रुज़ की सलाह को महत्व देता हूं, जो पूर्व अध्यक्षों के रूप में अनुभवी हैं, राष्ट्रपति म्वालिमु जूलियस के. न्येरेरे अपनी बुद्धिमानी के लिए जाने जाते हैं। एक्सेलेंसी सेको टूरे हमारे बीच सबसे वरिष्ठ हैं। एक्सेलेंसी किप्रियनौ लंबे समय से मित्र हैं। राष्ट्रपति फोर्ब्स बर्नहैम की स्पष्टता और बुद्धि ने तनावपूर्ण क्षणों को हल्का कर दिया है। अध्यक्ष यासर अराफात और कई अन्य लोगों ने जटिल समस्याओं को सुलझाने में मदद की है। मैंने कुछ नाम बताए हैं।  लेकिन आप में से कई लोग पर्दे के पीछे के काम में शामिल थे, जो सम्मेलन को सुचारू रूप से चलाने के लिए जिम्मेदार थे। मैं नहीं जानती हूं कि उन सभी के प्रति अपना आभार कैसे व्यक्त करूं।

दिल्ली और भारत के लोगों के लिए, हमारे बीच ऐसी प्रतिष्ठित हस्तियों का होना, हमारा सौभाग्य है। व्यापक चर्चाएं हमारे लोगों के लिए शिक्षाप्रद रही हैं। दरअसल, हमारे विचार-विमर्श ने सभी देशों का ध्यान हमारी समस्याओं पर केंद्रित किया है, जो उनकी अपनी समस्याओं से बहुत नज़दीक हैं। अमन की जीत हुई है।  मानवीय गरिमा और समानता और ऊपर उठी हैं।

यह सम्मेलन दिल्ली में असाधारण परिस्थितियों में आयोजित किया गया था और केवल इसलिए क्योंकि इराक ने विनम्रतापूर्वक अपना दावा छोड़ दिया था, जिसे छठे शिखर सम्मेलन में स्वीकार किया था। इस भाव की सभी ने सराहना की। उस समय हमारी समझ यह थी कि आठवां शिखर सम्मेलन बग़दाद में होगा। बाद के घटनाक्रमों से आप सभी परिचित हैं।

कुछ लोगों की इच्छा रही होगी कि आंदोलन में झगड़ा हो और विभाजन हो। हमने उन्हें निराश किया है. हम हर बात पर सहमत नहीं हो सकते - कौन हो सकता है? - लेकिन हम इस बात पर एकमत हैं कि हमें एक साथ रहना चाहिए और साथ मिलकर काम करना चाहिए - शांति के लिए, विकास के लिए और राष्ट्रों और लोगों, सभी जातियों और पंथों की महिलाओं और पुरुषों के बीच समानता के लिए।

एकता ही सबसे अच्छी श्रद्धांजलि है जो हम अपने आंदोलन के दूरदर्शी संस्थापकों को दे सकते हैं: एशिया के जवाहरलाल नेहरू और अहमद सोकारनो, अरब दुनिया के गैमेल अब्देल नासिर, यूरोप से जोसिप ब्रोज़ टीटो, अफ्रीका से क्वामे नक्रूमा। सभी ऐसे सेनानी थे जिन्हें हराया नहीं जा सकता था।  उनका संदेश संघर्ष और बलिदान का था। उन्होंने साहस किया और कष्ट सहा, वे जीते और निर्माण किया। उन्होंने लोगों को प्रेरित किया और साथ ही  लोगों से प्रेरित हुए। केवल इसी तरह से स्वतंत्रता प्राप्त की जा सकती है और उसे मजबूत किया जा सकता है।

हालाँकि, लाखों लोग अभी भी अपने जन्मसिद्ध अधिकार से वंचित हैं - उदाहरण के लिए फिलिस्तीनी, नामीबियाई और दक्षिण अफ्रीका के लोग। एक्सेलेंसी चेयरमैन यासर अराफात और एक्सेलेंसी चेयरमैन सैम नुजोमो ने अपनी उपस्थिति से हमें सम्मानित किया है। फिर भी उन्हें अपने ही घरों में जाने से रोक दिया जाता है। नेल्सन मंडेला को कैद कर लिया गया है क्योंकि वह अपनी मातृभूमि में स्वतंत्रता और मानवाधिकार चाहते हैं। क्या यह भयानक वंचना सुंदर शब्दों का मज़ाक नहीं बनाती?

फिर, छुपे हुए और न छुपे हुए दबाव और ख़तरे भी हैं। साइप्रस के राष्ट्रपति और अन्य लोगों ने कुछ उदाहरण दिये हैं. वास्तव में हर क्षेत्र के पास बताने के लिए एक कहानी है, हममें से हर कोई अपने व्यक्तिगत अनुभव से जानता है कि कैसे शक्तिशाली राज्य और अंतर्राष्ट्रीय वित्तीय संस्थान हमें हेरफेर करने की कोशिश करते हैं। सूची लंबी है. मानव जाति की नियति अभी भी केवल कुछ ही लोगों तय करना चाहते हैं। अंतर्राष्ट्रीय निर्णय लेने और आर्थिक संस्थानों, विशेष रूप से वित्तीय संस्थानों का नियंत्रण, सभी के लिए समान प्रतिनिधित्व के सिद्धांत को लंबे समय तक नजरअंदाज नहीं कर सकता है।

इस सम्मेलन में हमने उन अनेक समस्याओं पर गहराई से विचार किया जिनसे विश्व और विभिन्न क्षेत्र घिरे हुए हैं। हम कुछ निश्चित समझौतों पर पहुँच गए हैं जिनका उल्लेख नई दिल्ली संदेश और हमारी आर्थिक एवं राजनीतिक घोषणाओं में किया गया है। हम एक नई अंतर्राष्ट्रीय आर्थिक व्यवस्था और वैश्विक वार्ता शुरू करने के अपने आह्वान को दोहराते हैं। हम विकास के लिए धन और वित्त पर एक अंतर्राष्ट्रीय सम्मेलन का प्रस्ताव करते हैं, जिसमें महत्वपूर्ण क्षेत्रों में विकासशील देशों की मदद के लिए उपाय तैयार करने के लिए सार्वभौमिक भागीदारी होगी। Declaration on Collective Self-Reliance अधिक दक्षिण-दक्षिण सहयोग की हमारी इच्छा को आकार देती है।

हम स्वतंत्रता आंदोलनों के साथ अपनी एकजुटता और सभी प्रकार के हस्तक्षेप और इंटरफेरेंस के प्रति अपने विरोध की पुष्टि करते हैं। हम ईरान और इराक के अपने प्रिय मित्रों से अपने दुखद युद्ध को समाप्त करने की अपील करते हैं। हम परमाणु हथियार संपन्न शक्तियों से आह्वान करते हैं कि वे दुनिया को आपदा की ओर न धकेलें। यह चुनौतीपूर्ण कार्यक्रम हमारी सारी ऊर्जा की मांग करता है। हमारी सफलता की सीमा हमारी ईमानदारी और एकता पर निर्भर रहेगी। हमने एक-दूसरे को अपनी समस्याएं बताई हैं।' सबसे महत्वपूर्ण कारक यह है कि हम अपने उद्देश्यों को आगे बढ़ाने के लिए अधिक एकता और दृढ़ संकल्प के साथ उभरे हैं।

ब्रह्मांड के लिए जन्मे, हम अपनी निष्ठाओं को सीमित नहीं कर सकते। मानव जाति से उत्पन्न हुए, कोई भी मानव हमारे लिए पराया नहीं हो सकता।

गुटनिरपेक्षता के आलोचकों की कोई कमी नहीं है। कुछ लोग स्वयं इस अवधारणा की आलोचना करते हैं और अन्य, इसकी कार्यप्रणाली की। क्या हम इतने भोले-भाले हैं, अपनी आज़ादी की माँगों के प्रति इतने उदासीन हैं कि अपना इस तरह शोषण होने दें? यह कोई रहस्य नहीं है कि जो लोग अपने सिद्धांतों और वांछित दिशा पर दृढ़ रहते हैं उन्हें विरोध का सामना करना पड़ता है और सहायता प्राप्त करने में सबसे अधिक कठिनाई होती है।

गुटनिरपेक्ष आंदोलन व्यक्तिगत राज्यों का मात्र या आकस्मिक संग्रह नहीं है। यह एक महत्वपूर्ण ऐतिहासिक प्रक्रिया है. यह कई ऐतिहासिक, आध्यात्मिक और सांस्कृतिक धाराओं का संगम है। यह लंबे समय से वंचितों और नव मुक्तों की आकांक्षाओं की अभिव्यक्ति है। यह बढ़ती हथियारों की होड़ और वैचारिक विभाजन के बावजूद, उत्पीड़न के बावजूद जीवित रहने की मानव जाति की इच्छा का दावा है। मेरे पिता ने घटनाओं को एक व्यापक वैचारिक ढांचे के भीतर रखा। हमारे आंदोलन की एक रूपरेखा है, इसके विकसित सिद्धांत हैं। इससे भी महत्वपूर्ण बात यह है कि यह हठधर्मिता नहीं बल्कि गतिशील है। यह बुनियादी परिवर्तन का प्रयास करने वाला एक प्रमुख आंदोलन है। आत्मनिर्णय के अधिकार पर जोर देकर, हमारे आंदोलन ने आधे से अधिक विश्व को, जो औपनिवेशिक अधीनता में था, मताधिकार प्रदान किया। हम बाकी के लिए लड़ना जारी रखते हैं। हम नस्लवाद के सिद्धांत और व्यवहार को चुनौती देते हैं। हम आर्थिक समानता के अधिकार को लागू करने का प्रयास करते हैं। हमारे आंदोलन की दृष्टि केवल अल्पकालिक और सीमित लाभों पर नहीं बल्कि दुनिया के राजनीतिक और आर्थिक संगठन को बदलने के व्यापक सिद्धांतों पर केंद्रित है। गुटनिरपेक्षता आत्मनिर्भरता के साहस और शक्ति का प्रतीक है। संरेखण निर्भरता को दर्शाता है। यही कारण है कि गुट-निरपेक्ष दृष्टिकोण जैसा कुछ गुट के देशों के लोगों के बीच भी स्पष्ट रूप से फैल रहा है।

आपमें से कई लोगों ने सम्मेलन की व्यवस्थाओं और सुचारू संचालन की प्रशंसा की हैं। यह श्रेय सिर्फ भारत का नहीं, बल्कि आप सभी का है। आपके सहयोग और समायोजन की भावना के बिना हम अपना एजेंडा पूरा नहीं कर सकते थे या समझौते पर नहीं पहुंच सकते थे। संगठनात्मक पक्ष पर, इस जटिल कार्य में हमें दुभाषियों, अनुवादकों और सचिवों की एक विशेषज्ञ अंतरराष्ट्रीय टीम द्वारा भी सहायता मिली है, जिन्होंने लंबे समय तक कड़ी मेहनत की है। मैं उन्हें और अन्य सभी एजेंसियों और उनके कर्मचारियों को धन्यवाद देना चाहती हूं जिनके समर्पित प्रयास ने विविध सेवाएं प्रदान की हैं जिनके बिना यह सम्मेलन संभव नहीं होता। मैं मीडिया को भी धन्यवाद देती हूं, जो दुनिया के विभिन्न हिस्सों से यहां एकत्र हुआ। हमारे अपने कार्यकर्ताओं ने प्रसन्नतापूर्वक काम किया और विश्व की ऐसी प्रतिष्ठित हस्तियों और ऐसे योग्य उद्देश्य की सेवा में अपना सर्वश्रेष्ठ दिया।

प्रतिष्ठित प्रतिनिधियों, आपने मुझ पर भारी बोझ डाल दिया है। अध्यक्ष या भारत स्वयं कोई कार्रवाई नहीं कर सकता। हमारे समय के दो प्रमुख मुद्दों, निरस्त्रीकरण और विकास, का समाधान नाटकीय नहीं हो सकता। लेकिन हमें पूरी तत्परता से इसे जारी रखना होगा। आपके निरंतर और भाईचारे के सहयोग से ही मैं यह जिम्मेदारी निभा सकती हूं।

मैं उन सभी प्रतिष्ठित प्रतिनिधियों को धन्यवाद देना चाहता हूं जिन्होंने लंबी दूरी की यात्रा करने और इस सम्मेलन में भाग लेने के लिए अपने व्यस्त जीवन से समय निकालने का कष्ट उठाया। उनके बयान उनकी सरकारों के रुख की महत्वपूर्ण अभिव्यक्ति रहे हैं, जो हमारे समय के महत्वपूर्ण मुद्दों पर रौशनी डालते हैं। उनकी ईमानदारी उनके द्वारा दिखाई गई निरंतर रुचि से स्पष्ट थी, कार्यवाही में वह सुबह के घंटों तक बैठे रहे। इस सम्मेलन को एक शिखर सम्मेलन कहा गया है क्योंकि शीर्ष नेतृत्व यहां एकत्र हुआ है, लेकिन दूसरे में हमने केवल आधार शिविर स्थापित किया है और अपने लक्ष्यों और आदर्शों की प्राप्ति के लिए हमें एक लंबी चढ़ाई करनी है। किसी भी अभियान, और विशेष रूप से, हमारे जैसे कठिन अभियान के लिए कामरेडशिप की भावना और टीम भावना की आवश्यकता होती है।

तीन साल में हम फिर मिलेंगे. इस बीच हमें अपने निर्णयों को प्रभावी बनाने के लिए निरंतर संपर्क में रहना चाहिए। सम्मेलन ख़त्म हो गया है. सौहार्द कायम रहना चाहिए.

मैं आपको हार्दिक और पूरी ईमानदारी से धन्यवाद देती हूं और आपको और आपके लोगों को भारत की जनता और सरकार की ओर से बधाई और शुभकामनाएं देती हूं।
